Russian Federation - Finland - Air Services Agreement


The Finland - Russian Federation Air Services Agreement was signed in 1993 and it is in force.

Designation principles

Multiple designation, but each Party may designate only one airline to operate on any single route. A designation may be refused if one Party is not satisfied that substantial ownership and effective control
of a designated airline are vested in the Party designating the airline or in its nationals.

Traffic rights for designated airlines of Finland

Route possibilities (in both directions):
a) Helsinki - Moscow
b) Helsinki - St. Petersburg
c) Tampere - St. Petersburg
d) Helsinki and/or Rovaniemi - Murmansk
e) Helsinki and/or Joensuu - Petrozavodsk
f) Points in Finland - Moscow
g) Points in Finland - Moscow and/or another point in the Russian Federation - points in Europe, the Middle and Near East, South Asia and South-East Asia and beyond to third counties (the unspecified point in the Russian Federation and points beyond in third countries are subject t agreement between the aeronautical authorities)
h) Helsinki - Moscow - Tokyo
i) Helsinki - Moscow - Beijing
k) Helsinki - Sochi
l) Helsinki - Arkhangelsk
m) Lappeenranta - St. Petersburg
n) Rovaniemi and/or Oulu and/or Joensuu and/or Lappeenranta and/or Kuopio - Arkhanelsk and/or Murmansk and/or Petrozavodsk and/or Pskow, in any combination.

Fifth freedom rights are subject to a separate agreement between the aeronautical authorities. Unused traffic rights are presently available only on certain regional routes.

Capacity regime

Bermuda principles. In practice, strict capacity control is applied.

Tariff regime

Double approval.
